The Swedish Energy Agency is inviting Clean Development Mechanism (CDM) project participants to submit proposals for delivery of Certified Emission Reductions (CERs) to the Swedish CDM programme.
The Swedish CDM programme will financially support international greenhouse gas mitigation activities by purchasing CERs from CDM projects/programmes. The objectives of the Swedish CDM programme are to develop the flexible mechanisms to help lay the foundation for continued and expanded international climate cooperation, achieve cost-effective greenhouse gas reductions and contribute to transformational change and sustainable development in the host countries of the projects. The Swedish CDM programme supports projects that demonstrate real examples for a global low carbon development and give rise to other development benefits for their host communities.
The Swedish Energy Agency intends to contract up to 10 million CERs generated within the eight years of the Kyoto Protocol’s second commitment period from 1 January 2013 to 31 December 2020, on a forward basis with payment-on-delivery terms.
The call covers CDM projects and programme of activities. Priority project types include renewable energy, energy efficiency and waste management. Focus is on projects that have not yet been commissioned. Projects that are at risk of being discontinued will also be of interest together with other projects that have already been commissioned in Least Developed Countries (LDCs) or other countries with few CDM projects.
Geographical focus is on Sub-Saharan Africa and South East Asia, under-represented developing countries and LDCs will be of particular interest. Further considerations include activities’ cost-efficiency, contribution to sustainable development, leverage of private funding as well as activities’ innovative and transformative potential.
Proposals should be in the 200,000 to 800,000 CERs volume range for the relevant crediting period. Smaller projects will only be considered if located in a LDC or other country with few CDM projects.
Project participants are invited to submit their proposals by 16 February 2014 (12:00 PM CET) by filling out the “CDM Proposal Form” and sending it to:climatep...@swedishenergyagency.se. Supplementary information can be submitted as attachments.
Submitted proposals should include a fixed price offer expressed in X€/CER. The Swedish Energy Agency will shortlist proposals of interest after an initial screening. Projects shortlisted during the screening phase will be expected to sign a Term Sheet setting out basic commercial and legal terms. The Swedish Energy Agency will then commence due diligence for each of the selected proposals, including review of additional documentation and site visits. The due diligence phase will qualify projects on to the contracting phase.
